Politiche di coesione, strutture amministrative e Mezzogiorno

Abstract

Le regioni meridionali presentano un forte divario economico, sociale ed amministrativo rispetto a quelle del centro nord. La politica di coesione per ridurre il divario è poco efficace da molti anni. Le cause principali sono l’assenza di scelte politiche incisive e le disfunzioni (malfunzionamento) delle amministrazioni dello Stato e delle Regioni nell’attuare i programmi approvati. La possibile attribuzione di maggiori poteri, anche alle Regioni meridionali, in attuazione dell’articolo 116 della Costituzione, sarebbe poco efficace se prima non verranno riorganizzate le pubbliche amministrazioni centrali e regionali.

 

The southern regions have a strong economic, social and administrative gap compared to those in the central-north. Cohesion policy to reduce the gap has been ineffective for many years. The main causes are the absence of incisive political choices and the malfunctioning of the administrations of the State and the Regions in the carry out approved programs. The possible attribution of greater powers, also to the Southern Regions, in implementation of Article 116 of the Constitution, would be ineffective if the central and regional public administrations are not reorganized.
