Abstract

[Migration. Economic reasons and European social frame. What identity for Europe?] The European institutions view migration policies in a reductive way by taking into account two factors: strategies for economic growth and the increase of labour as well as impediments to illegal immigration. It must, however, be admitted that a real European immigration policy can no longer be postponed if we want to counteract the EU's identity deficit. Nowadays sovereignty cannot, as it seems, be defended outside the national regulations whereas the protection of the European social body requires a specific protection at EU level. The recognition of the foreigner is an integral part of European identity. Yet pluralism and the acceptance of any kind of diversity does not exempt immigrants from the duty to respect the rules which are crucial to real coexistence.
